Dr. Igor V. Shafhid

Igor V. Shafhid, M.D., founder and CEO of Global Strategic Resources, Inc., has developed and implemented training programs for both U.S. and Russia. He has trained regional and state hospital associations, physicians, first responders, SWAT teams (including Salt Lake City Olympic SWAT team, 2005), law enforcement, FBI, counter-terrorism units, fire fighters, paramedics, Civil Support teams (National Guard), U.S. Customs, and other military and government agencies. He also developed multiple responder level courses for the Department of Homeland Security Grants and Training Program. For the past seven years Dr. Shafhid has trained tens of thousands of responders and medical professionals to be prepared and to react quickly to foreign and domestic terrorism.
Dr. Shafhid, an international speaker and author, has shared the podium with government officials like the Surgeon General of the United States, and made presentations for the Secretary of Energy, Director of Homeland Security, and head of FEMA. He has been on numerous national and international radio and television stations (such as CNN, NBC, 700 Club) discussing today’s threats of terrorism and the dangers of nuclear and biological stockpiles sitting in unprotected regions of Russia. He is author of, Inside the Red Zone, a dramatic 352-page book that details his military service in the Soviet Army under their WMD classified operations and instructs the population on how to prepare for WMD disasters.
Dr. Shafhid graduated from the Russian Military Medical Academy in St. Petersburg, Russia, as a military officer and general practitioner (internal medicine). He studied military training on principles and tactics of Strategic and Ground Forces, and performed large chemical/ biological military field exercises in casualty collection units and organization of infectious disease control field hospitals, including military exercises known as "Nuclear Winter."
During the Chernobyl Nuclear Plant incident of 1986, Dr. Shafhid, then a medical cadet, studied the affects of radiation on overexposed military responders with acute radiation syndrome and chronic radiation illness. He also completed military training practices in the Strategic Rocket Division of Kapustin Yar Nuclear Test site in Russia. His studies included hands-on experience dealing with most military chemical agents and their effects on the human body. He received special training inside military infectious disease clinics on aspects of isolation precautions and contact work with contagious and non-contagious patients.
Dr. Shafhid's medical studies included aspects of military strategies and tactics of WMDs, along with programs on military toxicology, principles of military epidemiology, infectious disease control and prevention, as well as aspects of military and civilian quarantine. During his ten-year career in the Russian Army, Dr. Shafhid trained military personnel in all aspects of WMD, performed ambulatory services, and worked in the emergency extreme response program. He was involved in epidemiological control for overseas Soviet Military Special Service battalions and Ministry of Internal Affairs civilian employees.
Born and raised in St. Petersburg, Russia, Dr. Shafhid is an excellent speaker on the subject of all Weapons of mass destruction, the international black market, terrorism, terrorist profiling, the communist threat, emergency preparedness, national civil defense issues, and current events on a global scale. Since coming to the United States in 1993, Dr. Shafhid has consulted with many military, government, and private business groups dealing with prevention and control of WMD, and protection for civilians against terrorist threats. He became a citizen in 1995 and holds a secret security clearance issued by the Department of Energy. Consultant Services
- GSR provides specialized training for medical professionals and hospital
staff based on specifics of their job responsibilities (ER physicians, internists,
trauma and general surgeons, nurses, medical technicians, pathologists,
decontamination /disinfectant teams, maintenance personnel, etc.).
- GSR provides organization and preparation for any size hospital or non-hospital (temporary used facilities) for solid infrastructure isolation protection against WMD hazardous materials and weapon grade pathogens.
- GSR provides facility owners with realistic plan of reorganization and possible reconstruction of the critical parts of their facilities into isolation wards.
- GSR provides the facilities with a customized plan of creating stockpiling and the necessary medical, decontamination, and technical equipment at the lowest possible cost, based on their needs and financial abilities, and depending on the size of the WMD incident they involved.
- GSR provides training of facility personnel on their own decontamination,
monitoring, and other technical/medical equipment.
- GSR adopts the facility’s SOP for specific WMD incidents, or develop one for their specific needs.

within the hospital system after the completion of a necessary reorganization.

hospital departments due to isolation control and hospital quarantine (food chain control and cafeteria operations, considerations for pathology departments, specific issues associated with autopsies of highly contagious and contaminated corpses, organization of temporary surgical departments for providing surgical services for highly contagious patients, specifics of shift work for ER and specializing groups of physicians, and proper transportation techniques of highly contagious patients inside and outside the quarantined facilities, etc.)
